Municipal government, novel coronavirus pneumonia prevention and control and economic and social development are the important directive spirit of general secretary Xi Jinping. We should fully implement the work requirements of the central, provincial and municipal governments, further reduce the impact of the epidemic on the exhibition industry in our city, and promote the steady and healthy development of the MICE industry.

1、 Support exhibition enterprises to return to work and production

1. Strictly implement the epidemic prevention measures, guide the exhibition enterprises to earnestly implement the relevant prevention and control requirements, do a good job in the disinfection and ventilation of the office area, reduce the close contact of personnel, and do a good job in the prevention of employees themselves. After the resumption of production, strengthen the anti epidemic guidance of exhibitors and visitors during the exhibition activities, do a good job of anti epidemic publicity and guidance through SMS, radio, billboards and other forms, scientifically control the flow, and organize security officers to strengthen patrol inspection.

According to the change of the epidemic situation of the whole city, in accordance with the management requirements of the state, province and city for large-scale personnel gathering activities, learn the experience and practice of orderly and safe holding of well-known exhibitions at home and abroad, and actively and steadily organize the return to work and production of the exhibition industry.

3. Vigorously carry out skill training. The competent departments of the exhibition industry in all districts and cities shall, in accordance with local conditions, guide the exhibition enterprises in their respective areas to strengthen cultural construction, actively carry out the training of employees' post appropriate skills, and improve the comprehensive quality of the exhibition practitioners.

4. Strengthen the coordination of exhibition services. Give full play to the comprehensive guidance and coordination role of the leading group for the development of the city's exhibition industry, increase the coordination and promotion of major exhibition projects, and coordinate the time arrangement of exhibition projects after the epidemic in the exhibition hall. Urge the exhibition hall and exhibition enterprises to do a good job in the health management and operation service of the exhibition site, so as to provide a good environment for the safe and smooth holding of the exhibition activities.

2、 Ease the operation pressure of exhibition enterprises

Carefully sort out the support policies of all levels and departments, summarize and push them to enterprises, and help enterprises make full use of the inclusive tax, finance, social security, rent, employment, water and electricity and other relevant policies.

6. Accelerate the realization of subsidy funds. For the market-oriented exhibition projects that meet the subsidy conditions of the opinions of the general office of the Qingdao Municipal People's Government on several policies and measures to support the development of the exhibition industry (qzbf [2018] No. 22, referred to as the opinions on the development of the exhibition industry), accelerate the payment of subsidy funds and relieve the pressure of enterprise funds.

3、 Develop and expand the exhibition market of our city

7. Improve the subsidy standard for trade shows. For this year's market-oriented trade fairs with an exhibition area of 20000 square meters held in professional venues in our city, the total amount of fund subsidies will rise 20% on the basis of the implementation of the opinions on the development of the exhibition industry. The floating subsidy for a single exhibition shall not exceed 400000 yuan. Exhibitions in key areas shall be carried out in accordance with the relevant provisions of the opinions on the development of the exhibition industry. Those completed before September 30 of this year shall be appropriated in place within the year; those completed after October 1 of this year shall be appropriated in the next year. If the same enterprise holds more than one exhibition with the same theme within one year, only one exhibition will be subsidized.

8. Increase support for consumer exhibitions. For the consumer exhibitions with an exhibition area of more than 20000 square meters held in the professional venues of our city this year, based on 20000 square meters, 10000 yuan will be subsidized for every 1000 square meters of increase in the exhibition area, and the maximum amount of subsidy for each exhibition will not exceed 200000 yuan. Those completed before September 30 of this year shall be appropriated in place within the year; those completed after October 1 of this year shall be appropriated in the next year. If the same enterprise holds more than one exhibition with the same theme within one year, only one exhibition will be subsidized.

9. Increase the subsidy for the exhibition hall. Encourage the city's professional exhibition halls to actively introduce exhibitions. This year, the number of newly introduced exhibitions with an area of more than 10000 square meters (first held in the city) will be increased by more than 5 (including 5) compared with 2019, and a one-time subsidy of 200000 yuan will be given. This clause is not repeated with the relevant Pavilion subsidy clauses in the development opinions on exhibition industry. Eligible pavilions can apply for subsidy according to the plateau principle.

The competent department of convention and exhibition shall sort out the major convention and exhibition activities of the city in that year and release them to the public according to the procedures. Plan exhibition publicity and promotion plan in advance. After the epidemic, actively organize exhibition enterprises in our city to participate in professional exhibition activities at home and abroad, and carry out special marketing promotion. We will deepen exchanges and cooperation with exhibition organizations at home and abroad, and promote the introduction of exhibitions.

11 cultivate new business forms of exhibition. Encourage exhibition enterprises to apply artificial intelligence, blockchain, cloud computing, big data and other new technologies to achieve innovative development, cultivate online exhibitions, digital exhibitions and other new formats, and promote the online and offline integration development of exhibition.

12. Play the role of business association. We will give full play to the role of Qingdao exhibition Economic Research Association and other relevant business associations as bridges and ties, timely deliver information, reflect demands and provide services for exhibition enterprises, and promote self-discipline and standardized development of the industry.
